What is Primary Authority?

You may not have heard of Primary Authority or how it could help you in your business. The team at the CBA is delighted to offer this unique service negotiated for all CBA members in need of support during enforcing authority inspections. Primary Authority Partnership is a statutory scheme established by law and gives trade associations the opportunity to build a partnership with a local authority. The aim is to provide a valuable resource for CBA members and enforcing authorities by acting as a key point of contact and a source of information.


How will this benefit my company?

Members that use the service can be confident that they will be compliant with legal requirements. Any local authority that proposes enforcement action against a business is required first to notify the Primary Authority before doing so. This allows the CBA Primary Authority to block any enforcement action if it is inconsistent with the advice it has issued. It also provides an opportunity for the Primary Authority to open dialogue with the regulator to seek a satisfactory resolution to any disputes businesses have with the regulator. This means you carry on running your business whilst the CBA deals with the ongoing enquiry and finds a solution.


Primary authority requirements by law

Your local Environmental Health and Trading Standards Officers are legally required to check that you are signed up to a Primary Authority Partnership and identify what Primary Authority advice you are following. They will do this by checking a list of all businesses participating in the scheme, all of who are listed on the government’s Primary Authority website. It’s at this point that members of the CBA can call upon this unique service.

The Craft Bakers Association signed an agreement creating a primary authority partnership with Horsham District Council Environmental Health and West Sussex County Council Trading Standards to offer this exclusive benefit to all members of the Craft Bakers Association.

This service has been added to your existing membership at NO EXTRA COST, ensuring you have access to the most up to date, relevant, useful and reliable advice specifically for the craft bakery trade.*
